SINEBATA 2018

The Philippines will host the 2nd Southeast Asia Prix Jeunesse (French: Youth Awards) on November 22-24, 2018.

The Prix Jeunesse Foundation is known internationally for advocating excellence in children’s television. Established in Germany in 1964, it has been promoting, celebrating and honoring the highest quality in youth and children’s television.

TV producers dream of bringing home recognition from the Prix Jeunesse Festival because it is among the highest honors in children’s media. It is likened to receiving an award from the Academy of Motion Picture Arts and Sciences, more popularly known as an Oscar award, in this case, for outstanding achievement in kids’ TV.

The first Southeast Prix Jeunesse Video Festival for Children was also held in the Philippines. It was a proud moment for Anak TV, which was the convenor of the First Southeast Asia Prix Jeunesse.

All the ASEAN-member countries took part in the Festival that was held at the Manila Peninsula - Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Thailand, Singapore and Viet Nam.

Although inspired by the Munich Prix Jeunesse, the SEA PJ will modify some rules of the competition.

For instance, the PRIX JEUNESSE INTERNATIONAL holds the competition ONLY for professionals whose works have been aired either on free TV, cable, digital TV channels, internet or mobile services.

The SEA PJ, on the other hand, welcomed children, amateurs and students to inspire and prepare the future TV producers in crafting excellent video works for children.

This has provided an opportunity for ASEAN children and youth to create video works for themselves, works that mirror their aspirations and desires as well as their pride in family and traditions, which Southeast Asian people hold dear.

Each country sent to the competition their best videos in the 10 categories of the competition.

Each country was tasked to conduct its own national competition to choose the country’s best videos that shall be submitted to Southeast Asia Prix Jeunesse for the international competition.

In the Philippines, the National competition is called SINEBATA. Last year, four Sinebata winners which were fielded at the 1st Southeast Prix Jeunesse won major awards.

It is hoped that this year, our entries to the Southeast Asia prix Jeunesse will shine once again at the Festival in November.

What are the objectives of Sinebata?

Through the video works of the Filipinos - professionals, amateurs and children, which will be shared with the children of Southeast Asia, it is hoped that we can have a better appreciation of each other’s culture and good family traditions that will lead to mutual respect and the attainment of harmony and understanding.

Sinebata National Competition Mechanics


This is a festival and competition of creators of videos FOR and BY CHILDREN, from the Philippines. The winners in this national competition, will be the Philippines’ official entries to the second Southeast Asian Prix Jeunesse Video festival which will be held in Manila on November 22-24



Entrants may be classified as:

1) Professional

2) Amateur or Non-professional; and

3) Children

Entries may loosely conform to the year’s theme: EVERYDAY HEROES

Category Entry Classification & Entry Requirements

I. Professional

Entries by professionals are CATEGORIZED according to target audiences.
FICTION for Age Group UNDER SEVEN YEARS OLD
FICTION for Age Group PRE-TEENS (8-12 YRS OLD)
FICTION for Age Group TEENS (13-17 YEARS OLD)
NON-FICTION for Age Group UNDER SEVEN
NON-FICTION for Age Group PRE-TEENS (8-12 YRS OLD)
NON-FICTION for Age Group TEENS (13-17 YEARS OLD)

Fiction: Scripted fictional narratives using drama, sitcoms, animation and other creative forms.

Non-fiction: Factual infotainment such as documentaries featuring natural sciences, arts and culture, life and leisure, environment;

General Entry Requirements for Professional Categories
The six categories for Professionals are open to those coming from the stations that are affiliated with listed local terrestrial or cable TV networks and channels, whose outstanding works have been aired on television.
Works must be absolutely copyright-protected with a written certification that it is an original work of the producer/author/director/ team.
They must have been created by Filipino citizens.
Entries must be submitted to Anak TV at Unit 607 FSS Bldg II, 18 Sct. Castor cor. Sct. Tuason, Brgy. Laging Handa, Q.C.
Any genre will be accepted (documentary, animation, comedy, drama, biographies, shorts, MTVs, etc.).
Entries must be accompanied by pertinent information : Name of Entrant/ Network Affiliation / Date of airing of material / Email Address/ complete mailing address/ Contact Numbers/ Equipment used/ title of Entry/ Entry Category and classification/ Synopsis / Length of material/ Name of Producer / Production Team . SYNOPSIS must contain not more than 250 words.

Length of entered material: MAXIMUM OF ONE HOUR
English subtitles are required.

II. Amateurs or Non-Professional Category

These are entries from: Non-professional video creators, 18 years and above, not affiliated with any broadcasting facility and have never won any major award or recognition in national or international video contests.

General Entry Requirements for Amateur Or Non-Professional Category
They must have been created by Filipino citizens.
Work must come with a written certification that it is an original work of the team/individual
Entries must be accompanied by pertinent information: Name of Entrant/ Age/ Email Address/ complete mailing address/ Contact Numbers/ Equipment used/ title of Entry/ Entry Category and classification/ Synopsis / Length of material/ Production Team and advisers/ School or Organizations. SYNOPSIS MUST CONTAIN NOT MORE THAN 250 WORDS.

They may enter their fiction or non-fiction work that targets any age group of children.
Fiction: Scripted fictional narratives using drama, sitcoms, animation and other creative forms. Non-fiction: Factual infotainment such as documentaries featuring natural sciences, arts and culture, life and leisure, environment; segments for magazine programs using puppetry, claymation, simple animation, MTV, and other non-fiction narratives and approaches.
English subtitles are required.
Length of material: MAXIMUM OF 30 MINUTES

III. Children Category

Entry classification is based on the entrant's age:
CATEGORY 1 – CHILDREN VIDEO MAKERS, 12 years old and under
CATEGORY 2- CHILDREN VIDEO MAKERS, 13-15 YEARS OLD
CATEGORY 3 - CHILDREN AND YOUTH VIDEO MAKERS, 16-18 yrs old

General Entry Requirements for Children Category
They must be Filipino citizens.
The children participants must provide written consent from parents or guardians.
Any genre with or without dialogue will be accepted (documentary, animation, comedy, drama, biographies, shorts, MTVs, etc.).
They are allowed to seek professional assistance in editing and post-production matters. However, entrant must be responsible for at least 75% of the total production, from conceptualization, script and storyboarding, videography and direction. They must be able to explain the process to the 5 judges if and when the entry wins the national competition.
Work must come with a written certification that it is an original work of the team. Photo or video documentation of the making of the video is encouraged.
Entries must be accompanied by pertinent information : Name of Entrant/ Age/ Email Address/ complete mailing address/ Contact Numbers/ Equipment used/ title of Entry/ Entry Category and classification/ Synopsis / Length of material/ Production Team and advisers/ School or Organizations. Synopsis must contain not more than250 words.

Any entry can either be Fiction or Non- fiction. Entrant may use non-professional equipment such as cell phones, digital cameras, mobile phones, tablets, video cameras, sports cameras and the like.
Fiction: Scripted fictional narratives using drama, sitcoms, animation and other creative forms. Non-fiction: Factual infotainment such as documentaries featuring natural sciences, arts and culture, life and leisure, environment ;segments for magazine programs using puppetry, claymation, simple animation, MTV, and other non-fiction narratives and approaches.
English subtitles are required.
Any violation of the abovementioned requirements, and any fraudulent actions will automatically result in disqualification
Length of entered material: MAXIMUM OF 5 MINUTES

How To Join (Amateur & Children):


• Create a YouTube account, upload video, then email the link (URL address) of video entry, attaching the filled in registration form from the Anak TV website, and send to sinebata2018@gmail.com


• Send material through:
(sendspace.com), (dropbox.com), or Google drive. Click “Browse”, upload video entry, click “Add more files” to attach the filled-in registration form from the Anak TV website. Input email address of entrant, indicate recipient as then click “Upload”.

General Entry Requirements

(for ALL entrants regardless of section or category)

• There are no entry or registration fees.

• Entry material should strictly be in any of these video formats: mp4, avi or mpeg.

• Entry must have been created by a Filipino during the period between January 2017 and June 2018.

• Must loosely conform to the theme “EVERYDAY HEROES"

• Entrants may submit as many entries as they wish.

Criteria For Judging


Criteria to be loosely followed will be the Prix Jeunesse criteria. (Pls. take note that winners to this national competition, which will represent the country in the Southeast Asia Prix Jeunesse, will also be judged according to these criteria.)

Target Audience


Considering the territory, culture and age range for which the program is intended,



Is it appropriate and attractive for the target child audience?



Is it culturally relevant to the child targeted?



Is it successfully entertaining for the child?



Does it inform children?



Does it respect children/take them seriously?

Idea


Is it interesting to children addressed by the material?



Is it original or at least appears to be a refreshing, updated and innovative version of a previous idea, style or story?



Does it have a new approach? Is it fresh?



Does it make the child viewer think?



Does it motivate the child viewer?



Does it achieve its objective/ purpose for the child audience?

Script


Is the structure/ balance good and pleasing to the child viewer?



Is the subject well researched and developed that it is worth viewing by a child audience?



Is the dialogue of high quality, one that is easily understood by the target child audience?



Are the characters well developed? Are their actions motivated? Can the child viewer easily identify with them?

Realization


Does the idea adapt well to television?



(visual style, camerawork, style, editing, music, performance, etc.)



Is the pace/rhythm of the material appropriate?



Is television really the ideal medium for this idea?

Choosing The Winners In The Contest


The Philippines’ National Committee will choose the first prize winners in:



1) Professional category – Fiction: targeting Under 7 years old

2) Professional category -Fiction: targeting 8-12 years old

3) Professional category – Fiction: targeting 13-17 years old

4) Professional category - Non-Fiction: targeting under 7 years old

5) Professional category- Non-Fiction: targeting 8-12 years old

6) Professional category - Non-Fiction: targeting 13-17years old

7) Amateurs category - Fiction or Non-fiction, targeting any of the 3 age groups

8) Student/ Children category – Video makers, 12 years old and under

9) Student/ Children category – Video makers 13-15 years old

10) Student/ Children category - Video makers 16-18 years old

First Level Of Judging

The Competition and Judging Committee of Anak TV composed of IBC, Knowledge Channel & Light Network will accept and shortlist entries with the help of 3 other members (INCTV, PTV & SEA PJ SECRETARIAT).

Second Level Of Judging

The top 5 in each category will be elevated to the 2nd level of judging. The shortlisted entries in the professional and amateur category will be forwarded to a select panel composed of 2 JUDGES FROM EACH NETWORK, ACADEME, NCCT, and FREELANCE TVDIRECTOR.

The top 5 in EACH of the 3 entry classifications of the Children categories will be forwarded to a select panel of judges headed by DEPED, MTRCB, NYC and ANAK TV

Judging will be guided by the criteria that will also be used by Southeast Asia Prix Jeunesse. Each judge will not give a rating lower than 75. Ratings must be from 75 to 100.

Decisions of judges are final

In the event that there are ties, it is up to the discretion of the National Committee to decide which entry will be sent as the country’s bet to the Southeast Asia Prix Jeunesse.

Only the first placers in the ten (10) categories of Sinebata will be fielded as the Philippines’ entries to the Southeast Asia Prix Jeunesse Video Festival on November 22-24, 2018.

Timetable

August 10 - September 21 : Anak TV will receive entries for the competition
Deadline for the submission of Entries: Sept 21, 2018, 6:00 PM
September 26 – Octpber 4, 2018 - JUDGING PERIOD (for the three Levels)
October 15, 2018 - Announcement of Sinebata winners
October 17, 2018 - Anak TV submits to the SEAPJ Secretariat the Sinebata winning videos to compete in the 2nd Southeast Asia Prix Jeunesse Video Festival.
